    Possible Cause:

    Hello people! I got tis error last night when SE tried to charge my account. I was able to contact customer support via phone and spoke with an EU representative (despite being in america) who told me that my problem was that I had tried to pay with a credit card originating from france (im a binational) wheras the ip i was attempting to make a payment from is in the states. This supposedly triggered their fraud alert system and suspended my ability to make payments for 24 hours. It should also be noted that attempting to make consecutive payments can result in a temporary 24 hour block. The 24 hours BEGINS AFTER THE LAST LOGIN ATTEMPT. So if you are attempting every hour or so, you need to stop for 24 hours and try again. If you have been attempting to pay with a credit card originating from a country OTHER than the country of your IP you need to make the payment with a credit card originating from the SAME country as your IP.

    Hopes this helps. Will check in again and try with my american credit card if not post 322 in 6 hour or so.

    EDIT: There are also no game cards in any gamestop near me. The Gamestop representative told me that SE informed them that their gamecards would not arrive til the end of the month. The employee himself told me he was unsubscribing until SE fixes this issue. I had an east coast friend drive out to a gamestop in long island i think and they also have no game cards. If only there was a way to purchase gamecards online...
