It's Eidos that support NA/EU server. so the main problem is from them, not SE. Im pretty sure the phone ring in Montréal Office.

The IP addresses for the NA/EU are registered to Eidos as of March, 2013. The Eidos office they are registered to is in Montreal.
If you do a traceroute to the IP, you will see if traverses the Cogent network to routers with the Montreal airport code (common way to label border routers).
So no, he isn't talking out of his ass.

EDIT 2: The Montreal datacenter is OVH, which has a HUGE presence in EU, which means there would be plenty of connectivity between OVH networks across the Atlantic.

That comment just goes to show how ignorant you are of any type of development cycle. Who do you think signs off on final specs of hardware? The dev team does that. The dev team will be in contact with whoever is in the datacenter (most likely either Eidos employees, or OVH employees acting on directives directly from SE).
As for any role the company named Eidos is playing, they are a wholly owned subsidy of SE, and they even have a studio in Montreal. I'm sure that the Eidos people are working in more of a localization capacity, as well as doing the hardware tweaks as directed by Yoshi and his crew.
