'Aamalj'aa wrong places' Major bug in this quest!!

The main quest 'Aamalj'aa wrong places' has a major glitch in that sister ourcen does not appear in the graveyard when you go to give her the item. I cannot continue the main quest due to this bug. I have tried logging in and out and she does not appear.

Anyone else having this issue with this quest?
