I am also having similar problems. I am in Virginia and using Verizon FIOS.
Latency is just really messed up. I will see other plays stopping and going constantly and consistently. Every few seconds there will be a spike and in combat I'll sit there for a few seconds waiting for my attack to register. Frame rate does not drop or anything, just all characters, PCs and NPCs, stop what they are doing for a couple seconds and then everything suddenly catches up. This is CONSTANT and occurs at any time of the day.
This only started happening on Monday for me as well, and I have been playing since beta phase 3.
I just finished doing Satasha for the first time and on the final boss it was very difficult for me to activate the bubbles because of this issue. It took way too long for me to see the progress bar come up after selecting and using the object. I can see this being a real problem later down the road if this issue isn't addressed.
It is kind of disheartening to know that most other people are able to enjoy this game without these latency problems. Things are already bad enough with the server issues, and it is really unfortunate that we select few have to deal with consistent lag like this on top of that.

There is some packet loss with repeated pings. I don't know which specific address is Excalibur, but the results are the same for which one I try (199.91.189.23 - 199.91.189.26).
