Having no other network issues, but getting serious lag-spikes throughout the day, especially when using duty finder. 3-7 second lag spikes every 15-30 seconds makes tanking dungeons very difficult and needlessly stressful. Just tanked Dzaemel Darkhold, and having to basically keep strafing back and forth trying to guess where Desolate is going to be targeted during a lag spike to avoid a OHKO is pretty ridiculous.
This seriously needs to be addressed, SE.

I have been having similar issues, and I am not entirely sure if it is MY connection or not. I am borrowing internet for the interim from a neighbor who torrents a lot, and I can't be sure if it is his activity that is causing me to have these near-constant R0 spikes or if it's a connection otherwise.
I am living in Maryland, with a local ISP - Antietam Cable. My connection seems fine for every other application. In-game, I'll jump from R0 to R14k and back, with multiple stops in between. It's worse in the larger cities, but I still zero out all over the damn world.

I'm in Hampton Roads, also with Verizon FIOS and have been having terrible lag. It's driving me insane.

It's not just Virginia and Maryland, it's here in Texas on AT&T as well. Due to the number of complaints about lag the past couple of days, it's likely the servers are struggling again.
The solution I found was to completely exit out and restart your login connection and it'll be fine for a good while, roughly six hours between lag appearances from my experience.

Same deal here, duty are a nightmare to do when you lag out every few seconds for a couple seconds and running around the world seeing people being choppy just makes me mad. At first I thought it was maybe my fault, but I log onto WoW or something else and my latency is fine.

As much as I feel your pain, I do like that quote.
I'm hoping it'll get better by the time I start doing serious instances. Right now I'm getting away with it because my lag has good timing or because I somehow manage to predict it.
