It takes 2 years to make a 90 min movie.... you have to story board it, build models, re render models to get the movements in place, then you have to remake the models with higher textures. Sounds about right for a full length movie or even an old-school PS1 cutscene. Except those techniques have been improved with modern graphics hardware. Game cutscenes are made with in-house engine tools that manipulate pre-made animations. These animations are used along with the storyboard to create a real-time cutscene. There is no need to pre-render unless the cutscene is spectacularly over the system requirements.
