Company Seal tracker for achievements disparity from actual seals earned (possibly)

I just recently got an achievement for earning a total of 10,000 Company Seals (A Snake in the Brass I). Shortly after receiving this achievement I decided I should probably go rank up before I reach the 10k Company Seal cap of 3rd class. When I reached the Twin Adders I realized I only had 5275 Company Seals. The only thing I've purchased was a Chocobo (2000 CS). This brings my theoretical grand total earned to 7275 CS. I then checked my achievement "A Snake in the Brass II" and it said I had earned a total of 13,470 CS. There was a disparity of 6,195 CS (13470 - 5275 - 2000). Since that point the disparity has grown to 6881 CS (15272 - 6391 - 2000). Everyone I talk to has some sort of disparity as well.

OBVIOUSLY, I'm missing out on 6881 Serpent Seals, so... I'm gonna need those seals. kthnx.

Steps:
1) FATE completed
2) Experience, Gil, and Serpent Seals were rewarded
3) Announcement appeared indicating that I earned "A Snake in the Brass I"
4) I returned to the Adder's Nest to turn in a storyline quest
5) While at the Adder's Nest, I checked the requirements for "A Snake in the Brass I," noting that it requires 10,000 Serpent Seals to be earned
6) I checked my Currency tab on my Character window; it displayed 3,457/10,000 company seals.
7) My only previous purchase with company seals was the chocobo license which I believe was 2,000 seals (giving me a total of 5,457 (2,000 + 3,457) total collected).
8) I then spent some of my seals to purchase 1 promotion with the Serpents
9) I have not tracked the amount of seals that I have earned through FATES, but I feel that it is much closer to the 5,457 mark than the 10,000 mark. I do not feel that I have been cheated out of seals. I feel that the achievement is likely inaccurate.
