Full explanation, your server has reached its maximum for total population, example total say of 10,000 players. Wait times here can be much more frustrating to create a new character because you must wait until people delete their toon to free up space, which can be forever looking at you Gilgamesh, Leviathan, Moogle servers. Will always get 3079 because of max amount of toons have been created on that server.

Then if you cant log-online, its because out of those 10,000 players, 8 thousands odd players are playing simultaneously, so you must wait till some of them log off the server so you can log in. These waits can be anywhere from 5 minutes to 5 hours. Will always get the 1017 error for odd players are playing simultaneously

So? Kick off the afk'ers who found there is no kick off time. I haven't been able to play on diablo or exodus since I made my toons on them. I can't create any new NA toons so how can I get involved with any of my toons if I can't find a server to call home? Utterly atrocious on how the server populations are being handled. Implement a 15-30 minute idle kick timer until things settle down. Issue solved.

PS I've also gotten a clue and eliminated all but 2 alt characters on any server where I have toons. The 2 alts are just hoping to get relocated to another server in the event that square does the right thing and offer free transfers to refugee players and toons.

Im in your boat. I refuse level up until I can call Leviathan. Most people don't even understand there are two types of restrictions. However in a few week everything will work with servers but SE will loose a lot of accounts plus people will play less with schools and such as rush dies down. I unlike the White Knights don't want that to happen I want to see a greater game but the White Knights and Yoshida's idea of quality over quantity will win out but because of first impressions it will not be pretty. Hell he should have took the approach let them join any if they all do one crash the server because that will force people to change servers and like now they will need to blame but it will be the fellow players not SE for them having to do change servers. Instead Yoshi's does the central planning approach regulating players which has ensured some get a greater experience the AFKers. Basically Yoshi and co need further regulations like what you want afk kicks and the like. But in a few weeks those will ne a hindrance when player pops die down.
