They need to open more servers so people can play, then when the wave passes offer free transfers and then close the empty servers. Or figure out an overflow system. People wont pay for a service they can't use, period.

No. They don't. The operation you're suggesting is extremely convoluted and brings the risk to have the people from the overflow servers flock to the most populated servers, creating further congestion, without mentioning the usual "omg they're merging servers the sky is falling!" crap.
People will be able to use the service as much as they want. launch rush won't last forever, and if they'll give up enjoy the game due to a day or two of peoblems, then they're just unreasonable.
The only thing that is needed, as Renen suggests, is an afk autologout.
Closing servers looks worse than anything else you can do to an MMO, because the ignorant masses will instantly assume the game is dying or doing badly.
Not to mention you WILL have individuals that do not want to move.
Auto-disconnect on AFK is pretty standard, and I'm surprised it was not implemented nor been discussed by the devs.
* The sad thing is that FFXIV turned RDM into a turret, and people think that's what it's supposed to be. It's supposed to combine sword and magic into something more, not spend the bulk of gameplay spamming spells and jump into melee for only 3 GCDs before scurrying back to the back line like good little casters.
