The issue isn't just with too many players logging in, just having a queue* would do absolutely nothing to alleviate the problem. This is why they are manually limiting populations. To put it simply, there are too many players trying to do the same instanced quests at the same time. The first two days of Early Access illustrated this problem quite clearly. All those players trying to complete main-line quests and class quests and dungeons and pretty much most cut-scenes were causing the instance server to over-load and become unstable. That in turn led to quests that couldn't be completed and players stuck in "limbo" trying to access an instance.

Shutting down the instance server is not an acceptable answer since it prevents advancement of both class and main-story quests.

I do think they need to implement an auto-boot for AFKing players, and if that's not practical then a brief shut down every four hours or so to boot them. Though the latter would run right into the 'too many players trying to login' problem.

SE failed to fully understand what the final phase of beta was telling them, and failed to appreciate what the pre-order numbers truly meant. The best options I can see for the short-term is more Worlds and for the long term an EU datacenter to split the load currently on the only datacenter the West has for itself.

*There is a queue. I've been in one several times. I know it goes up to at least triple digits (mine was 103). Now, if they implemented a queue system for the instance server, that would probably help tremendously.
