Honestly, I dont want the server to restart if I am playing. I would like to see an emergency world transfer service to load balance congested servers. If this idea is floating around somewhere, someone bump it.

60% of the time, it works every time.
The way it works on any competent (i.e., every one but S-E) MMO is this:
Log on, servers are over capacity, go into a queue. Window pops up "We're sorry blah blah blah you are #4321 in the queue, estimated time til you can log on: 5 hours, 20 minutes" None of this "World is Full, Come Back When Your Psychic Powers let you know there is room."
And of course an idle/afk log out feature.
This is the BASICS, the stuff every one knows who has ever played any MMO at launch.
Next, communication. Yes Square Enix, you're sorry. I'm sorry, we're all sorry. I don't want to hear it. Instead what I would like to hear is "We will be deploying new servers in X days, and in Y days we will be providing free server transfers to less crowded servers. If that does not fix the problem then in Z days we will deploy more servers."

I created 8 different characters on eight different worlds during OB because of the congestion, hoping by launch at least one of the worlds would be available to play on ... but I was wrong.
I personally was never against P2P, but this makes it difficult to want to pay to sit around and wait to play ...

Server load might calm down once sub period starts--some people won't pay for a game no matter how incredible it is. What we need is something more than error 1017 and an apology to get us through 'til then.

............BAM!

Welp guess I'll go to bed and pray some people that are afk get disconnected so I can set an alarm for 2am and login and go to bed and replace them....

While free world transfers are a good idea, there's presently not really anywhere to go to other than a JP world. More NA servers are necessary. Every single NA server is busting at the seams. Get a couple more worlds in there and offer free transfers to them, I'm sure more than a few people will happily transfer off the congested worlds.

The issue isn't just with too many players logging in, just having a queue* would do absolutely nothing to alleviate the problem. This is why they are manually limiting populations. To put it simply, there are too many players trying to do the same instanced quests at the same time. The first two days of Early Access illustrated this problem quite clearly. All those players trying to complete main-line quests and class quests and dungeons and pretty much most cut-scenes were causing the instance server to over-load and become unstable. That in turn led to quests that couldn't be completed and players stuck in "limbo" trying to access an instance.
Shutting down the instance server is not an acceptable answer since it prevents advancement of both class and main-story quests.
I do think they need to implement an auto-boot for AFKing players, and if that's not practical then a brief shut down every four hours or so to boot them. Though the latter would run right into the 'too many players trying to login' problem.
SE failed to fully understand what the final phase of beta was telling them, and failed to appreciate what the pre-order numbers truly meant. The best options I can see for the short-term is more Worlds and for the long term an EU datacenter to split the load currently on the only datacenter the West has for itself.
*There is a queue. I've been in one several times. I know it goes up to at least triple digits (mine was 103). Now, if they implemented a queue system for the instance server, that would probably help tremendously.

For the intended purpose of the login restrictions, yes, they are actually working.
