Legacy members are only players who have had at least 3 months paid subscription time on 1.0. If you only played the 30 day free, you do not qualify as a legacy member and you don't receive any perks. The only benefit you do get is that you can start of using your old character in 1.0 if you choose to instead of starting completely over.

Also, as far as I know, only legacy members get the PC download for free. Otherwise you'll have to repurchase the game.

This is incorrect, if you had a 1.0 account you do not have to repurchase the game, legacy or not. Log in to SE account management and you should be able to get the new client.

I can verify that this is incorrect. I am not a "Legacy" marked player but I don't have to buy the game. Additionally, if you bought the original 1.0 CE, you get ALL ARR CE items as well. So you get your onion helm, and all of the new CE items. You also get 14 free days of play. So to recap...

1.0 Non-Legacy: Get ARR for free + you don't have to pay for service until Sept 10th
1.0 CE Non-Legacy: Get ARR for free + you don't have to pay for service until Sept 10th + all 1.0 CE items + all ARR CE items
