Voice Acting bugged?

How much voice acting is in this game because for me it has been very sporadic. I'm playing the PC version and don't know if it's by the game's design or if I have to redownload the game, but I'm level 11 and have only heard voice acting a few times. Once was during the opening sequence from the narrator, and secondly a cutscene around level 7 involving two other characters. Later, I had another cutscene with those same two characters, but this time there was no voice acting so i'm very confused. Anyone else experiencing the same problem?

"Important" cutscenes have voice acting but all others don't.

It's pretty much only when the NPC doesn't have to mention your name in main quests.

Voice-Over IS bugged/broken, but not for everyone.

You can check that for yourself, rewatch the opening sequenz. If there is no VO, your games VO is also bugged/broken now.

That's the problem i have, everything worked fine, but after the lvl 7~ story cutscene VO completely vanished. Sometimes you can hear voices in the background, as if they're far away. (without backround music enabled)
