Possible Level 5 Weaver bug?

This is not the same as the other quest bug which I saw lower down the list here and actually replied to myself. I'm not actually sure if this is even a bug or not but I digress. When handing over the items to complete the level 5 weaver quest he will accept breeches that you have crafted to a higher quality than just the regular item. However once he's finished talking and you select your reward you get red error text in Japanese and have to complete the interaction over again. I made another set of regular breeches as i'd only crafted the 1 set to a higher quality and confirmed that he just won't accept higher quality items. Is this deliberate?
