So I was in a dungeon last night and I have the Limit Break action on my hot bar. But after using it, I couldn't really tell if it did anything. I filled the bar up 3 times during the run, and used it three times. Any clarification would nice.

Most animations of it i've seen aren't overly impressive. you likely did use it and didn't see it with all the crap going on.
Eitherway...i should point out that limits breaks are shared by the entire group. so using them when you see it fill...effectively prevents others from using it.
Be mindful so that you guys use the ones most needed. mass heals if your struggling, vs DPS etc...
Most people dont know its shared...
As an Arcanist you have an AoE spell that has a 3 sec cast time. You also have to place the zone you want it to hit then you may have placed it off the map. Which explain why you didn't see it. :P
Is there anywhere that says what your Limit Break spell is? I didn't see a cast bar at all. So it could be entirely possible that someone else used it at the same time.
No idea to be honest. If you find out, please share the info!
I'm a gladiator tank for the time being, and i usually let healers or DPS use there breaks. i'm more focused on holding hate....
I have no idea what my limit break even is lmao
i have not seen any spot that states the name of the limit break until it's used, but i can tell you that there are 4 types of them divided among the classes, which type you have access two is determined by your current class.
melee dps (pugilist, lancer): single target high damage limit break, i think level 1 of it is called braver, lvl 2 sword dance, i think lvl 3 is final heaven but im not sure. they activate instantly on the current target.
magic dps (thaumaturge, arcanist): AoE high damage limit break, i think lvl 1 was called starstorm, i don't know what the other ranks are but if you remember that huge meteor from the benchmark im betting that is rank 3 of it. This one takes a targeting circle to place and has a cast time.
tank (maurader, gladiator): defensive limit break (im told), i think it reduces damage for the entire party, and also puts gains a lot of hate on the tank that used it. this is second hand though, i have never activated the tank limit break.
healer, ranged physical (conjurer, archer, don't ask me why): party wide healing and res at higher limit level, again second hand info, i've never seen it in action.
Also, as earlier noted, the limit break meter is shared for the party, so if you use it that means someone else is not. generally speaking lower level dungeons a melee dps limit break is the best option on a boss provided you have control of the fight and everyone is up. The tank and healer limit breaks are for "oh crap" moments when you are getting your posterior handed to you and you need to flip the scales. From info provided by the devs, in the end game limit breaks become critical components to fights, so at that point you'll want to work out who uses the limit break. for leveling it's less of a worry.
Edit: looks like OrganizationXIll has the details of the limit breaks and the levels so i refer you to the post below mine.

You get a casting bar. If you move during the cast, it interrupts it and you lose the limit. That explains why you may not have seen it, because it got interrupted. An interrupted break is a waste.
Let the casting bar complete and you'll see the animation. As an archer, I've rarely used mine, but when I do; it's noticeable.
