The thing is that if she's a roegadyn (wich after a closer look i believe it's true) I think we won't see those people in game anytime soon :/ We don't have any female roegadyn model in game right now and I highly doubt they made it right for this character since, as Cairdaes said, almost all of the NPC in game can be recreated by us in the character creation.

The point is, if these things they are adding now are the "quick updates" that can be done easily with small time and little effort then I really doubt they built a new character model from scratches, especially one of a race they are planning to implement in the future, it would need A LOT of time.

Raubhan is a Highlander, They pretty much look just like that... He does have cosmetic options that are pretty custom to him but hes definitely a Highlander

Also tanaka has stated that they had already designed the female Roe and male mi'qotes right? I don't think Yoshi P would have thrown those away so maybe they are using those for the only female roe NPC we have right now. Then make more for PS3 release

Exactly. he's an highlander and the artist took quite a lot of liberties from the character creator. The same could have been done with Merlwyb. While I think it's very likely that she's a roe, I wouldn't go around swearing on it until we get more information.

I believe the PS3 release is a goal to have them ready to be playable. They had already been working on them as NPCs and probably already had working models. I don't want to say that they DID, but for some reason I remember that from an interview.

if i were you i will wait til SE them self or when theey place it into the game to see for our self how this Chief Admiral really is.

I wouldn't want to go claim and say that Chief Admiral is Roegadyn just because of an artwork.

So yea.. wait, coz to my eyes, she definitely fit to look as an elezen.
