First of all : Monk Shoulder tackle Bug

Doesn't sound like a bug. Sounds like this ability is designed to be used to either start a fight in single player, or during dungeons, when a tank has the hate.

Second bug : Leve Quests

This is absolutely not a bug. Once you accept it, you lose the allowance. Regardless if you complete it or not. That is how it is designed. Imagine it like this. You buy something from the store, decide you don't want it and throw it away. Would your money magically re-appear in your pocket?

third : Line of sight

This depends. Casters spells are interrupted if you move behind them during casting, unless the bar has finished loading. If you move right as it is cast, the spell will follow you. You have to move BEFORE the cast is finished. I don't know how melee works, but this is how spells work. Unless they are instant, then, yes, they will turn to you and cast it.
