Yes your class quest will give you Airship access at Level 15, it is a hard one but worth the effort. You CAN walk to Gridania, thru Eastern Thanlan, and then the Lower Shround but you have to take the air ship to get to Limsa Lomisa I think, unless you go thru a dangerous area lower levels can't get thru.
