How do I get an active service account?

Theres just no game registered to that acount other than the old beta codes (which are now inactive) To play the character you had in beta you need to add either a 1.0 or ARR game code to that account. Once you've registered a game, the character will be waiting for you

I think using phase 4 client to play just meant you can updated it to the launch client.

Maybe this will help you a bit. I checked my status on that mogstation account service link. I currently have two days remaining as the "free trial." I have not input my official game key yet. Displayed is only my character from the Japan server Ultima. I was fully able to log on in my NA server charcter (not displayed in the mogstation) Mythic Rose this morning to play before work. I should be able to play either character for at least one more day if I don't enter an actual game code for subcription purposes.

When it comes to MMO's you dont buy the game client, you buy an account, which includes 30 days game play. if you have not payed a cent to SE yet (for either 1.0 or ARR) you need to buy the game (your account) for $30 to get the activation code, then you can use your client to continue to play.
