See what? How to add a key? It's the little blue plus button. It says "add platform" when you mouse over it. I don't have a key to do it my self, but this is probably it. Just make sure you do it on the right service account if there's more than one.

after clicking "Account Services" tab on the top, both 'add ps3'/'add windows service' should show up

Click on the little mogstation logo on the top, are you trying to register a ps3 version?
