I've had this bookmarked for a couple days since the quest was also locked to me, it unlocked after turning in the quest to defeat Titan, so it requires you to be able to do the ~lv34 missions.

Can I oil up a girl instead and still get it?

I think there's enough of that kinda fanservice in game already.
