Head tracking bug

Male Miqo'te wearing the plate chest, Heavy Iron Armor. The combination head/body action does not seem to account for the fact that I have a head. While moving, the helm sways side to side following my shoulders, and in combat, my character is staring at the ground in line with his chest, not looking at his target. Doesn't focus on things in cut-scenes either.
