Char Creation still restricted?

My fiancee is trying to make a char to play with me on Diabolos but it's saying the char creation limit is still up. Does this randomly go off or is it a manual switch that SE will lift? Should she keep her char creation screen up just incase? Or will it not open up or refresh?

Diabolos should open off and on.
Its only really leviathan,gilgamesh that really haven't opened(some jp ones, as well)
Probably want to try off peak though!

Yea, I've also noticed they seem to be trying to keep the legacy servers open, which is a good thing, legacy players really wouldn't want to reroll.

Yea this is some serious BS....Ive been in since phase 3 beta got early access on diablos and because i enjoyed it and told my friends they bought it and now of course they can't make a character on the server i got my playtime logged on even though i had no freaking way of knowing i joined a congested server since the geniuses at SE didn't put in a % full or total on servers so now i have to either waste 60 hrs of my freaking time and reroll a new char or just get shit on and since 60 hrs of my time is basically = to $1500 well im kind of pissed right off and they aren't even talking about any fixes....Can i transfer my char off this pos congested world? can they join eventually and if so any time frame? or am i already done playing a utterly useless managed company's game and with it my friends too since i was the reason they joined and they both play wow still so whatever

The list of servers that won't accept new toons is laughable. 22 servers.

They will have to offer free transfers very soon, but I wouldn't expect them until the free month is up since generally that is where you see the first massive drop in population
