Right now, my friend and I have just decided that we will never willingly log our characters out again, so long as this system is in place. We're not botters, nor do we ever want to be. We aren't computer savvy and don't want to go on questionable websites to download programs that may or may not have malicious software on them. But we will sit AFK in the server while we go to work and school, if it's going to be that easy. We don't want to spend our few hours of free time clicking Num0. So yes, what is being proposed will dissuade a lot of "casually AFK" people.

Your argument of "it won't fix all AFKing always forever" is a pointless argument. If it helps, it helps. To use your language, it doesn't have to be a panacea, but it's definitely not a placebo.
