Scholar's Succor applies to all PCs and NPCs within the range, not just Party Members as the skill says.

The same problem happens to Conjurer's Medica and Medica II.

my Medica doesn't heal anyone but party members....try using it in a FATE with dozens of people crowded around. Doesn't heal anyone but yourself

I tested it in Coral Tower in Limsa Upper Decks. Everyone, including NPCs you can't target, got hit.
