The best way to reduce the stress on the current worlds would be to create new ones and recruit the highest population Free Companies to move to them via benefits and free world transfers. By doing so, you could move a few hundred or more off congested worlds in no time and allow friends to play together again. Otherwise, as you have already witnessed you are going to see a large in flux in returns and scare people away from the game for good. If this is truly your last ditch effort then I suggest you pull out all the stops now and recoup later.
