I tried this 3 times at level 89, nothing dropped from the final monster, then the quest disappeared from the questgiver. Still looking for another way to get these things.

There's really no effective way to farm it through mob kills.

It has about a 25% chance of being a reward for doing level 40 Alchemist levequests (Ul'dah and Whitebrim Front) if you have the allowances available. You can get 3-7 when it's the reward.

If you have any retainers with a DoW/DoM job, it's a level 41 hunting venture. I usually will get them this way when I need them.
