I had a lot of trouble with this too. Hell, I'm pretty sure I bought half of all the Pudding Flesh on Gilgamesh (5 or 6), but never got HQ. Luckily, someone was selling the HQ Mega-Potions of Vitality on the market for around 3,000 gil. I'm not sure if they knew its real value, or were just kind (they were selling two, after all), but I thank them all the same.
But I digress. There may possibly be two other instances where you can find Pudding Flesh in Thanalan:
There's a level 20 levequest for the Immortal Flames in Drybone where you have to fight a sorcerer that summons monsters. The last one he summons is a Moldy Pudding at 20% HP. If you can restart the fight by running away, then he may be able to summon the Pudding again. If that is the case, then you could feasibly farm four or so of the monsters.
In Little Ala-Mhigo, there's a levequest called "Necrologos: Fluid Corruption". You have to gather 4 pages from normal enemies, and they summon a Moldy Pudding.
I am currently trying to reproduce this and also get you a screen-shot. Although the idea of keeping this to myself and making lots of gil is compelling, I feel that it is quite unjust to not share.
Quarrymill, Levequest - "Necrologos" Olidious Separation" After picking up the 5 pieces of parchment a "Figgy Pudding" Spawns. I would assume the drop rate is quite low, but I know for sure that he does drop the pudding flesh.
This is a lvl 25 levequest and can be farmed quite easily. (if he doesnt offer the quest, do a different one then re-check his list).

So FFXIV has this handy dandy little thing called the "Eorzean Database" on the Lodestone under "Play Guide" where you can find this sort of information easily. I don' think SE stays on top of keeping it up to date (shocking I know) but you can submit your own additions as you find them. A quick google search provided not only this link right at the top, but other links with the same info. SE does provide tools, just gotta use em.

According to a site I use - Garland Tools Database (very handy site) - they drop off 3 monsters in lvl 50 dungeons. Baravoid waste in The Wanderer's Palace lvl 50, the congealed Bloods in Haukke Manor lvl 50 and Corrupted Pudings in Pharos Sirius lvl 50. If you have a retainer that is a disciple of war or magic, there is a retainer venture you can send them on as well.

Besides the Necrologos: Cinerary rites leve, the Feathered Foes GC leve (also from the Observatorium, though a different NPC) has the same monster that can drop pudding flesh.
But looking for ALC leves that reward it may be simpler. It's one of several possible rewards, so isn't guaranteed to be there, but at least you can see up front whether it is or not, and rewards are guaranteed while drops aren't.

In Coerthas Central Highlands, Whitebrim Front (12, 16), there's an tradecraft leve called "A Real Smooth Move", where you turn in 5 Lanolins to a guy just across the courtyard. You get 7 pudding flesh for each of multiple turn-ins per leve.
