Believe in your sylph... Story quest not working.

I tried to do this quest but unlike everyone else, nothing happens when I do the /lookout emote at the location marked. I tried the emote maybe 50 times including logging out and logging back in. Also, there's a guy at the spot who seems to be stuck in his cutscene. He's been there as long as I've been trying. I've had enough for now.

Otherwise, if this isn't fixed then my storyline is on hold. That's terrible.
