Character is not showing up in the character selection menu.

According to your screenshot, you're only showing the character you have on Phoenix. If you click the WORLD button at the top, and cycle down to Cerberus, your "missing" character should appear there.

The character select screen does not show all of your characters, only those on the World you've selected.
