Steps:
1. Accepted quest "Shadows Uncast" for Immortal Flames Grand Company from Swift.
2. Completed Dzemael Darkhold through Duty Finder
3. Turn in quest to Swift
4. Upon turning in the quest to Swift the "Quest Completed" prompt will appear normally (experience and Flames Seals are NOT awarded).
5. Although it never registers in game that the quest has been completed. Thus you are left to turn in the quest repeatedly.

Update:

Okay if anyone else is having this problem or elsewhere the solution is to be sure you have at least one empty space in your inventory. Upon receipt, Flame Seals are initially counted as an actual item, and they must have an inventory space to drop in before they can transfer into normal Flame Seals. Upon clearing up some space in my inventory I was able to turn in the quest and have it register as being complete.
