It's random, honestly. I just keep trying to log in. I managed to log in a few hours ago, but couldn't post because it couldn't pull up my character list. Closed the browser for a few hours, logged in with no problem.

Tried again to use the forum an hour later, log in loop.

Closed browser, tried again 20 min later... logged right in, redirected to forum and it showed all characters.
