Should be? As long as the second account has the same administrative privileges as the primary, it should work fine.
HOWEVER, I can tell you that when I logged into my secondary account, FFXIV was nowhere to be found in the program list. I had to go into my Program Files (x86) folder and launch it manually. Gave me an update error first.. then it went through. Problem is that my security token is broken, so I can't do a full test.
In any case, since your UI settings and stuff are stored on specific accounts, you will either have to copy that folder or deal with two separate UI/macro configurations.

My second account doesn't have admin privileges for a specific reason so that's not an option.

Just configure the FFXIV folders under Program Files (x86) and My documents > My games to have full access security permissions for that account.
Then test it. Gonna be a bit of trial and error. It might run fine even without the permissioning, who knows.
