Adding more game worlds is going to cause users to be too spread out and force world mergers in the long term, and in the short term it's going to make it even more difficult for the developers or sys admins to fix the existing issues. This is why for every product or game that has actual bugs or server issues beyond congestion, they fix the issues first before adding more resources to handle the load. This is not a simple home PC fix where you throw in more RAM and a better video card; this is software designed to operate across several sever machines which make up a single game world, and then communicate with several other server machines for log in, duty finder, etc. When one of these is not configured to properly support the software that they're meant to run, it fucks everything up.
