Rank one grand company page (spoilers for anyone not on the lvl30+ area of story)

Hello, So I am not real sure where to post this as it has to deal with the hunting log a quest NPC and a dungeon but here it goes.

Today I was trying to finish my rank one page in order to get my next grand company promotion and found out I had to do a bonus dungeon called Halatali. So after some poking around I found out in order to get into it I just had to talk to a NPC in the waking sands, The issue being I quickly found out due to where I am in the main story all the NPCs in the waking sand are now dead or gone including the NPC to get into that dungeon.

So in a nutshell I am trying to figure out if anyone knows a way around this like if the NPC is now located elsewhere or if I am just screwed and cannot do my hunting quest now.

Its an npc right outside waking sands. I don't think the npc disappears. He will give out several dungeon quests irc.

You get it from Nedrick Ironheart in Vesper Bay which is "outside" of waking sands.
