I would also add that, unless you start off in Limsa Lominsa, you will be unable to unlock Rogue until you complete the Gridania or Ul’dah starting city quest story, and make your way into Limsa during “The X Envoy” Main Scenario Quest. As far as I know, the Vesper Bay ferry will not function until after you pass this point in the story, and Limsa is still isolated from the rest of Eorzea until you start the Envoy quest chain.
