That doesn't mean that launch has been shifted to the 29th, it means you have until the 29th (well 30th as it's 11:59pm) to enter your FULL GAME CD Key. It's a way of ensuring you can still play if your game with your CD Key is delivered a little late. This has always been the case for early access.
Well that was, quite frankly, hilarious. Just got off the phone with FFXIV phone support who only deal with account problems (billing and serial numbers) and couldn't do a damned thing about sorting out error 90000 problems as that is a character problem and needs to be dealt with by the character support guys. Who are only available through in game support. Which I cannot get to. How the <insert choice of profanity> am I supposed to get this fixed?
Well my copy has been shipped and my account has been debited for a game I'm not even able to play. And if severe server restrictions without log out timers for afk'ers is their solution to the problem right now, then I don't see myself being able to play anytime soon. Because there hasn't been a word yet about them working on server infrastructure or adding additional servers...
And yeah that's just the early access grace period. They can't push back the release date a day before planned release.

Yours indeed sounds like a very odd issue because servers have been shutdown/restarted/switched off from Phase 4 to EA (And obviously loads of times during EA). I know it's a frustrating thing for me to suggest, but have you tried deleting the folder in My Documents/My Games/etc. Be careful when doing this as it's also where your character creation data is stored. They extended early access in the event people don't receive their copies of ARR on the 27th. I have uninstalled/reinstalled twice. Between beta p4 and EA then again yesterday. I am now trying once more only this time I have deleted the files in My Documents and used a registry scrubber to try clear out anything that could have been left in there. Fingers crossed...
Third and final reinstall with system clean. Error 90,000 on all characters including another fresh character in all zones (EU, US, JP). Still no response from any of the tickets raised.
Have now received responses from my tickets... all automated responses telling me "We're sorry, please read Yoshi P's thread on the forum". Guess what, that does not sort out my problem. I have tried logging in today with existing and brand new characters on all server regions and it's the same every time... error 90000... STILL! The game is officially released and yet my account is still locked out due to the bug which has supposedly been fixed by maintenance 6 times over the early access period.
I just want to be able to play the damned game.
