[Login] Server limit is applied after the login queue is completed

Description: During periods of high congestion, users enter a queue. However, when the end of the queue is reached and the user is sent to the server to process the login, the user receives a 1017 error and is sent back to the game lobby.

Expected Result: A user who completes the wait time of the queue should enter the game. It should be expected that when the player reaches the end of the queue and is cleared to enter the game, that the server actually has capacity to receive the incoming player.

Actual Result: A user reaches the end of the login queue and is rejected by the server.

Impact: Critical. Players are not able to connect to the game world, even after having to wait in a login queue.

Repro Steps:

1. Log in to the FF14 retail loader application
2. Enter the game lobby
3. Click Start to enter the world selection screen
4. Select a character to enter the world
5. Click OK to confirm the character selection
6. Be placed into a login queue
7. Wait in the queue until the user reaches the front of the queue.
8. Be sent to the world server to complete login procedure

All yesterday I tried to log in to get in que from numbers 649 to 12 as I wait i get error 1017. What is the point of this and when can we expect it to change? I log out of the game when not playing but now I see why people don't log out.
