That most ppl can't login right now cause the servers are overloaded and they have a limit on how many ppl can stay logged...

But if you mean you just can't create a new character in that world... They'll probably wont be lifted till ppl starts changing worlds, to avoid server overload...

The best thing is to pick another server... Or wait and try at another time...
