My fishing is broken. Has anyone else had this problem?

Before anyone says it's because I'm fishing too much in the same area it's not that. Besides when that happens the game notifies you. It started a few exp into level 21 fishing all of a sudden 100% of time I lose the bait. I'm using level appropriate gear, the right bait, and I've been all over Eorzea at different fishing spots trying to see if I can catch even a single fish and... nothing.
