Well You have to catch an HQ herring to mooch a Ogre Baracuda. The problem is you then must get an HQ Ogre Baracuda to be able to mooch again to obtain the Marlin. So you see its a specific fish that you have to catch and then it must be HQ in order to even use mooch.
