    error in quests completion (requires higher lvl)

    Quest : A bridge too full
    server : Atomos
    Character : Zenogaist zero

    Issue : I began and completed the required tasks for the quest while being level 9, but once I came to close the quest, it now said I needed to be level 10 to continue.

    Expected behavior: A quest opened at a level should never request a higher level to be closed/completed.

    tester note : this was never a issue in beta, why did it change for release?

    *Issues noticed in other quests enabled at level9 range
