    Text says "Doubles efficiency for next touch action. Effect active for three steps." It gets consumed on the first step and falls off.

    It is working as intended I believe. I want to say it will last for up to 3 turns if you use other actions besides a Touch skill, but the effect is only used for the first Touch skill. It gives you time to use Observe and other skills to wait for the 'excellent' rating for more quality points.

    Hrm. Okay, then, I can accept that. Slightly confusing language, but I can't think of an easier/better way to put it.
