    Well there used to be a minstrel in beta. It says action not learned yet.

    Does anyone know?

    If you have a chocobo from 1.0 or you're new and get one from your grand company, go to Camp Tranquil in South Shroud and talk to Docette and get the quest "My fiesty little chocobo" and complete it. The quest level shows lvl30 so that is probably the requirement
