Item conversion into Materia not working

I'm well past the main scenario quest that gives you the ability to create and affix matéria, but when I right click on any of my 100% spiritbond items it never gives me the option to Convert. It's not in my abilities menu either, nor on the Active Help. Am I locked out of Materia creation?
