Most of you are expecting that SE "fix" the issues by programing and maintenance but let me inform you some things first.
First: It is not a software problem, they just don't have enough hardware (machinery) to run the population on NA servers. What happen is, they have the SAME number of severs/computers in Japan as they have in North America (those are all in Montreal, Canada). So that’s why Japan servers are not suffering login issues.
They BADLY underestimated how much players would play on THE REST OF THE WORLD and they may even had thought that they would have more japanese players than non-japanese. The servers just can't hold the amount of non-japanese players. There's no magic maintenance that can fix that. They HAVE to buy more machinery on Montreal and install it right away.
Second: You think I'm defending and justifying for SE? Not at all, and here's why.
This was a bad, baaaad move on their part. No respectable company start any kind of business without doing a SURVEY to estimate how many people are interested in the game. This kind of survey WORKS and its used on any kind of anything you sell to massive ammounts of people. Square Enix already KNOWS how much the Final Fantasy games were sold ever since more than 20 years ago and they also know that their last sales (FF12 and 13) were also well sold (at least "sold enough").
And "not doing the survey" or "underestimating the player base" maybe COULD be a lame excuse for them screwing up on this. But then, from the last beta, they immediately began to sell the PRE-ORDER and from monday to friday they already knew how much people would be LOGGING IN THE GAME because THEY BOUGHT THE GAME! And even then, from open beta until now, they didn't bought a single hardware to expand servers capacities. They're not showing sign of giving a single... ok I'm gonna say CARE, about non-japanese player base.

Japanese servers ARE NOT getting overwhelmed by japanese logins, but they are PREDICTING that the player base THERE is getting bigger and so they are PREVENTING them from getting ANY login difficulties, by expanding the japanese servers in advance. So they're doing THERE what could and should be done on NA servers ever since open beta closed and ever since they knew EXACTLY how many people bought the game outside japan (and YES they know where every buyer comes from because they use IP recognition to build a graphics to know how the product is being sold on the world).
So yeah, even now, when they also don't have the excuse of "limited starting budget" because you ALREADY PRE-ORDERED THE GAME, they used the money to buy more hardware on Japan. So yeah, defend Square Enix all you want, but that’s what just happened. And I think that some day (and maybe not soon) they will buy hardware for NA datacenter and we'll all breathe calmly after weeks of headache...
But I just want you to remember this: you're not their priority, not by far.
