You are right. The correct way from what I know about server load is that if server X can only handle certain amount of operations at a time then those operations need to be limited to keep the server running at optimal levels. Just like you said if the server could only handle a max of 1000ppl (random number) before it would crash then the actual number of playable users should be dumbed down to 900-800ppl. This way it allows for overhead so the server will not crash or operate at a less than functional level. Putting a limiter on character creations per server, meaning it will lock the server from gaining any new players after it reaches 900ppl. This way it forces new players to use a server that has not reached that limit and so on. Granted the numbers we are using is really low but i'm sure it gets the point across because I do not think this strategy was put into place from day one of Early Access.
