The cores sound like they are having a hard time maintaining their frequency due to the clock (locking your state isn't overclocking, but it's pretty close to it). Your PState is running max while your BIOS thinks it should be giving non performance voltage.

Odds are you're going to have to up your voltage. It's not too dangerous, just don't red line it out the gate. Up it incrementally until you start to artifact/core dump. Then you know how high you can take it. The biggest thing is to NOT max your voltage on the first go. Up it a few .xx volts at a time.

For Example:

My Max NB/CPU vid Voltage is about 1.3 volts. Depending on temp, I may run to 1.31 (cold) or to 1.28 (hot). I don't exceed 1.31 EVER as I have core dumped and there was so much draw on my power supply that my computer stopped charging. I was lucky. If I blew a DC fuse, I would be getting a new computer.
Okay, that explains a lot :P but what do you mean by up it incrementally until you start to artifact/core dump I would want to not damage my graphic card as it was expensive but, ill probably have to get into this voltage stuff, and read more about it. And increase/decrease it incrementally like you said.

On my other issue, i killed the malware/virus trash by the way. But ill probably format just in case later. Seriously the site is fine i think but the download link said it came from THAT site so i thought its okay but, that's not the case :/ i got pup's all over the place and other stuff installed without me agreeing to it before the download was even complete.
