Well, you only have to type /sh, rather than /shout, so it's only two more buttons than starting typing by pressing enter. (Which I always forget to do, and end up opening and closing half a dozen windows before realising)

/shout = Whole zone
/yell = Nearby players, but not the full zone, or even most of it.
Aye that's how I select chat and I think pretty much everything sticks apart from Shout. Like the OP says its only mildly annoying but it would be good to get the shout channel to stick when selecting it!
