That's not what I wanted to hear, but it's definitely what I needed to hear. Thanks for your advice and everyone else as well!You cannot do this on an AMD card, well, not as easily, nor is it worth it, since you are being CPU bound anyway.
You are simply being limited by your CPU, It is normal in this type of game, in busy area's. Only a very small percentage of players get better performance in congested situations.
There is nothing wrong with your card or CPU. Your frame rates seem completely normal for those situations.
Using an SSD would also help (with OS + game installed on it). However, will not increase frames but it will make things around you load smoother and not lag or take a long time to appear.
